DOC Issues Final Determination against Reztec Innersprings

The U.S. Department of Commerce has determined that innerspring units completed and assembled in Malaysia by Reztec Inds. and exported to the United States are circumventing the antidumping duty order on innerspring units from China.
Last July, DOC made a preliminary determination that those units were violating the antidumping order and invited comment. In August Reztec submitted a brief in its defense, and Leggett & Platt, the U.S. petitioner in the case, filed a rebuttal.
In the preliminary determination, DOC found that innersprings units completed and assembled in Malaysia by Reztec using components from China and exported from Malaysia to the United States are circumventing antidumping because Reztec cannot distinguish between those innerspring units it is exporting to the United States that contain China-made components and those that do not. Therefore, it ruled that all innerspring units from Malaysia produced by Reztec are subject to the order.
